Общественный деятель, врач. Изучал медицину в ун-тах Казани, Берлина и Лейпцига. Участник рев. движения. В 1889—91 находился в заключении в Петропавловской и Шлиссельбургской крепостях. В 1917 примкнул к сионистскому движению. Был избран пред. Петрогр. сионистской орг-ции. Чл. ЦК сионистов Украины. С 1921 – в Э.-И. Дир. больницы «Гадаса». Один из организаторов об-ва «Маген», ставившего своей задачей оказание помощи сионистам в России.
